Using Tables for Layout

Question: I am confused about the use of tables for data and layout. We are designing new Web sites. We are trying to incorporate the guidelines of Usability.gov and, of course, we want to be 508 compliant. We are currently using tables for the layout of the page in the same way that they do on Usability.gov. Is this an appropriate use of tables? The W3C WAI (World Wide Web Consortium Web Accessibility Initiative) Web site seems to say that we should be using style sheets and not tables for this purpose. If we do use tables in the same way that they are used on Usability.gov, what methods must be used to make the table accessible? How do we provide the specific cues for the screen readers?
